The Ferns, Church Lane, Hanwell. 14th July 1887,
I have received from the Colonial Office, Copy letter from the Treasury to the War Office of 24th December last (W. 194058) in which the Treasury has been pleased to sanction the issue of my Retired pay from 19th November 1886 whilst holding a Colonial appointment.
2\. My Agents, Messrs. Cox & Co., have accordingly applied for my Retired pay from that date, but have been informed that the issue must be for the present withheld pending the passing of an Act of Parliament, or at all events the issue of new Regulations.
3\. I would beg respectfully to submit to the Treasury the very grave inconvenience to which I am subjected by this ruling. I leave shortly for Hong Kong, my leave being nearly expired. I have been put to heavy expense in selling my family in England, the cost of the passage to Hong Kong, etc.
4\. These are serious items of expenditure.
I therefore confidently hope the Treasury will be so good as to sanction the issue to me provisionally, of my Retired pay.
